Ingredients
- 1 cup flour
- 3/4 cup sugar
- 2 tablespoons cocoa powder
- 2 teaspoons baking powder
- 1/4 teaspoon salt
- 1/2 cup milk
- 2 teaspoon oil
- 1 teaspoon vanilla
- 1 cup brown sugar
- 1/4 cup cocoa powder
- 1 3/4 cup hot water

Preparation
Step 1
Mix flour, sugar, 2 tbl cocoa, baking powder and salt in an ungreased 9x9 pan.
Step 2
Mix in milk, oil and vanilla with a fork until smooth. Spread out evenly in the pan.
Step 3
Mix 1/4 cup cocoa powder and brown sugar and sprinkle on top of batter.
Step 4
Pour water over batter. DO NOT MIX!!!
Step 5
Bake at 350 for 40 minutes until top is dry.
