Virginia

Sad news for anyone 13 years or older who lives in Hampton Roads, Virginia. Trick-or-treating is reserved to the younger ones only. That includes the cities of Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, Suffolk, Virginia Beach, Williamsburg and York County.
